The purpose of this EEO Public File Report is to comply with Section 73.2080(c)(6) of the FCC’s 2003 EEO Rule. This report has been prepared on behalf of the Station Employment Unit that is comprised of the following stations: WVLI – Kankakee, IL, WIVR – Kentland, IN, and WFAV – Gilman, IL and is required to be placed in the public inspection files of these stations.

DESCRIPTION OF SUPPLEMENTAL OUTREACH INITIATIVES
A.
INTERNSHIP PROGRAM
WVLI/WFAV/WIVR, Milner Broadcasting Enterprises, LLC places priority on establishing opportunities for young communication students pursuing this career category in radio.
Internship programs are an effective way to identify, assess and develop future broadcast professionals. Our interns can be assigned short- or long-term opportunities that will develop an intern’s professional career and benefit the industry. They experience all the actual workings that pertain to a radio career whether it is in announcing, sales, production, or engineering. This program is supervised under the direction of Michael Milner.

MOTIVATIONAL PUBLIC SPEAKING
Tim Milner, President and General Manager of Milner Broadcasting, provides a valuable asset
to our company and community through his public speaking talent and ability to motivate
students and offer the opportunities in the communications and marketing fields of study. He 
takes most every opportunity to share his broadcast expertise with the community when 
participating in public speaking opportunities particularly in encouraging the minorities.
1)
OLIVET NAZARENE UNIVERSITY 2011 ADVERTISING MAJORS
Tim Milner, President and General Manager of Milner Broadcasting was contacted by Dr. Don Daake, Ph.D., Director of the Donald H Weber Leadership Center of Olivet Nazarene University and invited to speak to the university’s Advertising Class on June 15th, 2011. Mr. Milner addressed the diverse group of young adults on the career opportunities available to them in 



radio, advertising, marketing, and communications. He spoke for approximately thirty minutes and then opened the forum for a ten minute question and 



answer session.

TYJUAN HAGLER YOUTH SUMMER FOOTBALL CAMP
On June 4th, 2011, Tim Milner, President and General Manager of Milner Broadcasting, spoke to the participants of the 2011 Tyjuan Hagler Youth Summer Football Camp held at Bishop McNamara High School in Kankakee. Mr. Milner urged the youth from our area’s African-American and disadvantage groups to contemplate the virtue of goal-setting and the discipline needed to reach those goals.

COMMUNITY JOB FAIRS
Mr. Tim Milner, President and General Manager of our employment unit WVLI / WIVR / WFAV conducts and represents us at all job fairs. He manages the Fair Booth and visits 

interviews those who are interested in broadcast careers. All resumes are on file in EOE file. Considering the state of the economy in our country at this time and over the past two years 

and the high unemployment rate, our community job fairs are a contributing factor in giving the unemployed a ray of hope by being continually brought up-to-date.,

KANKAKEE COMMUNITY COLLEGE IDES AND VETERANS JOB FAIR
October 21, 2010
The WVLI / WIVR / WFAV employment unit joined Kankakee Community
College, IDES (Illinois Department of Employment Security, and the Veteran’s
Job Fair on Thursday, October 21, 2010. This is an outstanding fair held at the
KCC Workforce Development Center. It is always very popular and a great
opportunity to meet potential employers. Over 30 very influential companies were
in attendance and ready to visit with potential employees and listen to their
needs and questions pertaining to career services, financial aid, networking, the
GI BiIl, etc. Tim Milner, President and General Manager of Milner Broadcasting,
visited with the many students answering their questions and their opportunities
in the broadcasting industry.

2010 BUSINESS ADMINISTRATION & COMMUNICATIONS CAREER INTERNSHIP FAIR 




November 4, 2010
WVLI / WIVR / WFAV accepted an invitation from Governor’s State University
who sponsored this large and very productive career fair. Tim Milner, President
and General Manager of Milner Broadcasting, represented our company while
receiving and conducting over twenty promising interviews. He received very
positive feedback from attendees.

ST JOSEPHS COLLEGE “CAREERS & INTERNSHIP FAIR” 
March 1, 2011
St Josephs College is located in Rensselaer, Indiana and each year invites
WVLI / WIVR / WFAV to participate in their job fair. This year the entitled their job
fair “March Madness.” It took place March 21, 2011 from 9 am to 2 pm. Tim
Milner, President and General Manager of Milner Broadcasting, hosted our table
conducting interviews and fielding questions regarding a broadcasting career.

Olivet Nazarene University “Job Fair on ONV”
March 23, 2011
It is always a satisfying experience hosting a table at the Olivet Nazarene
University’s spring job fair. The WVLI / WIVR / WFAV employment unit has been
attending this annual event since it began. Mr. Milner once again represented
radio to the many graduating communications students and invited them to
“intern” with our company. He conducted a number of interviews and discussed
job opportunities in the future.

KANKAKEE COMMUNITY COLLEGE 17TH ANNUAL SPRING JOB FAIR
What are the positives of visiting a job fair? They are countless at the KCC
Spring Job Fair. IT is huge and draws a huge crowd. Tim Milner always
represents our radio stations WVLI / WIVR / WFAV pointing out the positives of a
possible radio career. He conducted many interviews. There are opportunities to
meet representatives from many businesses and they have an opportunity to
make a great impression which goes a long way toward gaining employment.

WVLI / WIVR / WFAV JOB FAIR 



June 14, 2011
Milner Broadcasting conducted a job fair at their studios on Tuesday, June 14th,
2011 from 10 am to 2 pm. We had no positions open but invited communications
students and others to come in and visit with Tim Milner, President and General
Manager, about the possibilities of pursuing a broadcasting career now and in the
future. It is a wonderful opportunity to those thinking about a communications
career to sit down with Mr. Milner and learn from his years of experience in the
broadcasting field.

FURTHER OUTREACH INITIATIVES
Our employment unit, WVLI/WIVR/WFAV, in light of further public affairs initiatives have listed the following additional efforts in serving our communities.
1.
KIDZ KAN DO YOUTH FOOTBALL CAMP
Tyjuan Hagler of the Indianapolis Colts, founder of the Kidz Kan Do Youth Football Camp in Kankakee approached Tim Milner, President and General Manager of WVLI / WIVR / WFAV for support in publicizing this worthwhile event for children in our community ages 6 to 18. Tyjuan announced his 5th Annual Kidz Kan Do Football Camp to be held Saturday, June 4, 2011 at Bishop McNamara High School football field.
Milner Broadcasting got behind them 100 percent including allowing Tyjuan to invite the families to participate in an on-air 60 second announcement. We also allowed Steve Hunter, Kankakee Alderman, to invite parent to register for the camp at Court Street McDonalds on June 5, 2011.
Tim Milner and the radio stations were excited to back this effort for the youth in our area, teaching not only football but teamwork and other virtues pointing to the success in their future and the importance of receiving their high school and college diploma.
Tyjuan Hagler’s Football Camp also sponsors “heart testing” for these young participants in the camp, brining awareness to the importance of this issue.
Mr. Milner was also most helpful in recruiting sponsorships with a grant from the NFL with the help of Larry Linden of the McDonalds organization.
2.
SCHOLARSHIP PROGRAM
Milner Broadcasting joined the Kankakee Community College Foundation in awarding a $1200 scholarship as a part in their annual scholarship program. This is the 7th consecutive year we have worked with our community college.
3.
ELDERLY AND DISABLED
WVLI / WFAV / WIVR cooperated with the Options Center for Independent Living of Kankakee County in bringing awareness to their efforts to assist person with disabilities to lead independent lives. This, of course, is a very meaningful service fort he elderly and the disabled in our community. We welcome the opportunity to show them our care and concern by working with Options and supporting their efforts including live on-air interviews.
4.
SCORE RECYCLING PROGRAM
This is a wonderful program that allows schools and business to work together for the common good of the community. Score Recycling Program began in 1995, is underwritten by Belson Steel in Bourbonnais, and gives young people in our schools the opportunity to participate in the recycling effort. They can win cash and prizes while contributing to this cause. All monies raised go to local area schools and not-for-profit groups.
WVLI / WIVR / WFAV have been supporting this effort for many years. S.C.O.R.E. - Students Coordinate to Organize Recycling Efforts. Milner Broadcasting aired 310 60-second announcements over the six month period of October 2010 through April 2011.
RE: OUTREACH INITIATIVES:
It is not unusual for attendees at our public service events to sometimes have people ask about employment opportunities with our company. When they do, it is our policy to have an employment application forwarded to them and to invite them to be interviewed at their convenience for possible future opportunities for employment.
IN CONCLUSION: Reaching Into and Helping the Greater African American Community
Working with John Howard, a leading businessman and community activist for Pembroke Township in Kankakee County, and Sam Payton of Hopkins Park, former Mayor of Pembroke Township, Milner Broadcasting has been able to help bring to light many depressing problems plaguing the second poorest community in the United States.
The following is a list of issues we have presented on their behalf to Congressman Adam Kirzinger, Jesse Jackson, Jr., and Congresswoman Lisa Dugan:
1.
HOPKINS PARK TORNADO SIREN:
A tornado siren has been secured for the Village of Hopkins Park and we are in the process of securing state and federal funds to have the siren erected and connected for use in the community.
2.
PEMBROKE TOWNSHIP WATER CONTAMINATION:
Tim Milner, President and General Manager of Milner Broadcasting, personally presented to 
the office of both Congressmen documentation proving there is a serious health issue concerning Pembroke Township’s water supply. After several oil pipeline leaks and breaks, Pembroke Township’s water supply is contaminated and they need and deserve clean water for drinking and bathing. It would cost approximately $5 million to have Aqua Illinois run a pipeline from the Kankakee water supply and provide safe water for all.
3.
YOUTH CAMP IN PEMBROKE AREA:
Milner Broadcasting, along with John Howard and other prominent community leaders have been and remain avid supporters of the cause to build a “Green” Youth Camp in the Pembroke Township area. This area is known for many types of wild plants and trees only found in their area. When coupled with the fact that the area is also “horse country”, this makes Pembroke an excellent candidate for the camp.
4.
BLACK VETERANS SUPPORT:
Milner Broadcasting is an avid supporter of Black Veterans of World War II, Korea, Vietnam, Kuwait, Iran, and Afghanistan. We make it a point to support these men and women and to attend their jobs fairs whenever the opportunity arises.
In line with our EEO Policy, Milner Broadcasting takes great effort to work directly with and cooperate with African-American leaders in our community. Among these leaders are:
1.
STEVEN HUNTER, ALDERMAN, CITY OF KANKAKEE:
For 28 years, Mr. Hunter has been a good friend of Milner Broadcasting and we, in turn, work with him to promote his annual children’s picnic and his annual toy drive for area children. In addition to these coordinated efforts, Milner Broadcastings airs public service announcements to benefit his efforts when asked. In June 2010, Mr. Hunter sponsored a kids’ football camp with Tyjuan Hagler, an NFL Colts star and native of Kankakee County who is well-known for his charitable efforts with African-American children.
2.
JAMES TAYLOR, EDITOR “CITY NEWS” AND AFRICAN-AMERICAN NEWSPAPER:
Tim Milner, President and General Manager of Milner Broadcasting, has worked with Mr. Taylor often throughout the years. Currently on each Friday, each radio station highlights the City News’ top six stories on the air. The City News has served the Kankakee, Hopkins Park, Pembroke Township and Sun River Terrace areas for the past 12 years.
3.
THEODIS PACE, PRESIDENT OF THE LOCAL CHAPTER OF THE NAACP:
Milner Broadcasting stations have been readily available to Mr. Pace, a facilitator of information regarding issues in the black community: i.e. unemployment, discrimination, and other points of interest regarding civil rights for all people. Theodis Pace is one of our bona fide contacts when needing expert analysis of how national race issues are impacting our local communities. We have worked with Mr. Pace for many years.
4.
PETE MARTIN, YOUTH UPLIFT MINISTRIES:
Milner Broadcasting has worked for many years with Mr. Martin, a man of our community who is certainly worthy of the “man of the Year” title for his work helping the under-privileged on a continuous basis and for his mentoring of young African-American children in our area. We work year-round from aiding Mr. Martin in his efforts to collect warm clothing in the winter to summertime picnic for all the children including hamburgers, hotdogs, and games! In addition, it is our honor to co-host Mr. Martin in his efforts to provide Thanksgiving Day dinner to local shut-ins and under-privileged.
